James Wood is the Associate Executive Director, Office of Facilities Acquisition within the Office ofConstruction and Facilities Management (CFM.) He received appointment to the position in December2018 overseeing Major Construction, Architect and Engineering (A/E) contracting as well asProcurement Policy. He serves as the principle advisor to the Executive Director, Office of Constructionand Facilities Management providing procurement policy oversight, Federal Acquisition Certification(FAC-C) program management, and ensures creative, comprehensive, and effective facilities acquisitionprocesses and procedures nationwide. Mr. Wood oversees construction and A/E policy and proceduredevelopment, contract negotiations, and serves as the Head of Contracting Activity (HCA) responsiblefor approving all VA Major construction contracts. Prior to his current appointment, Mr. Wood servedas the CFM Director of National Acquisition Support and Director of Construction and A/E Policy. Healso served as the Division Chief for Construction, Services, Medical Sharing, and Leasing for theVeterans Health Administration (VHA) Network Contracting Office (NCO) 6 in Hampton VA.

Mr. Wood is a 20-year Veteran of the U.S. Air Force. He has over 40 years of commercial and residentialconstruction experience, 35 years of organizational management experience, and holds a Master of Artsfrom the University of Maryland in Management and Business, a Master of Divinity from LutheranTheological Southern Seminary in Theology, and a Bachelor of Science in Management from theUniversity of Maryland. Mr. Wood is a highly experienced Level III Senior Contracting Officer with a VAUnlimited Warrant.
